Registration of Marriage
 
  The Embassy issues Certificate Célibataire and Coutûme upon request made by Sri Lankan nationals living in Belgium and Luxembourg in order to facilitate for their marriages.

  The Certificates Célibataire and Coutûme will not be handed over to the applicant. They will be directly forwarded to the Commune where the applicant expects to register his/her marriage. Applicants are requested to provide the correct address and the name of the person at the Commune that the Certificates Célibataire and Coutûme should be forwarded/addressed to.

  Once the applicants submit their applications to a Commune for registration of marriage, the notice of marriage will be received by the Embassy from the Commune. If the Embassy has issued the Certificates Célibataire and Coutûme to the Sri Lankan national/s mentioned in the said notice, it will be displayed in the public area of the Embassy for 14 days for public attention. After 14 days, the Embassy will inform the relevant Commune, whether the Embassy has received any objection/response for the marriage.

  The No-objection for said marriage will only be issued by this Embassy if the both parties have obtained the Certificates Célibataire & Coutûme from the Embassy.

  Notices of marriage received from Commune relating to Sri Lankan national/s who had not obtained the Certificates Célibataire and Coutûme from the Embassy will not be displayed at the Embassy for public attention and also it will not be responded to. Therefore, applicants are advised to obtain the Certificates Célibataire and Coutûme from the Embassy following the established formalities before applying for marriage registration at Commune.

  The application form for the registration of birth could be obtained over the counter at the Consular Section of the Embassy or by post, sending a self-addressed stamped envelope with a request. The Birth certificates are issued by the Embassy only in English; therefore, it is preferable if the applications are filled in English.

  All documents in foreign languages should be submitted with an official translation in English.

  All Documents issued by the French authorities should be legalized by the Ministry of Foreign Affairs of with respective signatures and seals.
   
  Documents required issuing Certificates Célibataire and Coutûme :

    Statement of Civil status of the applicant issued by the “Grama Niladhari”of his pervious place of residence in Sri Lanka

  Statement of the “Grama Niladhari” should be countersigned by the Divisional Secretary of said area and certified from the or The Certificate of Célibataire and Coutûme can be obtained by giving an affidavit

    Consular Division of the Ministry of Foreign Affairs of Sri Lanka at 3rd Floor, No: 14, , Sir Baron Jayathilake Mawatha, Colombo 01
    Valid residence visa
    Valid Travel document
    Original Birth Certificate
    Sri Lanka National Identity Card

  Special arrangements may be made to issue the Certificates of Célibataire and Coutûme for applicants who are divorcees in Belgium and Luxembourg or widow/widower, whose spouse has passed away in Belgium or Luxembourg.

  In such cases following additional documents should be submitted by the applicant with the authorisation from the Consular Division of the Ministry of Foreign Affairs of Belgium .

    Original Death Certificate of former spouse
    Certification from the Commune of the applicant's place of residence confirming he/she has not registered a marriage
    Divorce Certificate

  The Embassy does not register marriages but issues Certificate Célibataire and Coutûme upon request made by Sri Lankan nationals living in Belgium.
  All documents in foreign languages should be submitted with an official translation in English.
  All Documents issued by the Belgium & Luxembourg authorities should be legalized by the Ministry of Foreign Affairs of respective countries. Documents required to issue Certificate Célibataire and Coutûme.

    Statement of Civil status of the applicant issued by the Grama Niladhari of his pervious residing area in Sri Lanka
    Statement of the Grama Niladhari should be countersigned by the Divisional Secretary of said area and certified from the Consular Division of the Ministry of Foreign Affairs of Sri Lanka at No: 3rd floor No: 14 Sir Baron Jayatilake Mawatha, Colombo 01. or Affidavit.
    Valid residence visa (particular parties should legally reside in Belgium or Luxembourg)
    Valid Sri Lankan Travel document
    Original Birth Certificate

  Special arrangement may be made to issue the Certificate of Célibataire and Coutûme for applicants who are divorcees in Belgium and Luxembourg or widow/widower, whose spouse has passed away in Belgium or Luxembourg.
  In such cases following additional documents should be submitted by the applicant.

    Original Death Certificate of former spouse
    Certification from town hall (Commune) of the applicant’s residing area confirming he/she has not registered a marriage
    Divorce Certificate

  Notice of marriage received by the Commune of the area in which the applicant is residing will be displayed in the public area of the Embassy for 14 days for public notice. After 14 days the Embassy will inform the relevant town hall (Commune) without any commitment whether the Embassy received any objection for the particular marriages which had been given due public attention.
